だったら FHS ではなく POSIX を見ましょう。

その手の話なら glibc のロケール名ってそもそも変 (後付とも言える理由で
非互換のタネを持ち込んでいるから) とも言えますけれど。

X11R6.4 と言うことかな。でも Sun の contribution をよくよく検討した方

なぜですか?

とりあえずは locale.alias をいじれば済む。UTF-8 な STRING の件も
あるのでそこも含めて locale を re-design したほうが良いかもしれな
い、だから locale.alias にとどめて置くのがいまは良いでしょう。
