たしかにインターネットと直接つながっている場合は便利でしょうけれど、
プロクシー介しているとか、特定のホストからのみ外部にアクセスできるとか
いう場合で、あらかじめ必要なファイルを /tmp に置いてからインストールする
というほうが好ましいという状況もあり得るのではないかと。

preinst 時に debconf で設定して

1) 自動ダウンロード
2) /tmp から取得
3) 一時保留 (あとで dpkg-reconfigure <package> してから実行)

を選択できるといいかも。

だからそんな感じですね。

Adobe から直接例外として許可を受けることができれば別ですが、
そうでなければ無理でしょうね。

各自がローカルにパッケージ化してインストールするのはたぶん
 OK だろうから、そのためのツールとして使えるインストーラ
パッケージならたぶん可能ではないかという気がします。
