[debian-devel:14601] optional or extra?

lynx 2.8.4 に patch が出たので lynx-ja を更新して
upload しました。それで lynx-cur の方で

lynx-cur-wrapper_2.8.5-1.3_all.deb: priority is overridden from optional to extra.
lynx-cur_2.8.5-1.3_i386.deb: priority is overridden from optional to extra.

と言われたので lynx-ja も extra にしておいたところ
今度は逆に

lynx-ja-wrapper_2.8.4-1.1_all.deb: priority is overridden from extra to optional.
lynx-ja_2.8.4-1.1_i386.deb: priority is overridden from extra to optional.

と言われました ^^；

ほとんど同じ状況のパッケージなんでどうすべきか理解
できなくなってしまいました。policy には

     `optional'
          (In a sense everything that isn't required is optional, but
          that's not what is meant here.) This is all the software that you
          might reasonably want to install if you didn't know what it was
          and don't have specialized requirements.  This is a much larger
          system and includes the X Window System, a full TeX distribution,
          and many applications.  Note that optional packages should not
          conflict with each other.

     `extra'
          This contains all packages that conflict with others with
          required, important, standard or optional priorities, or are only
          likely to be useful if you already know what they are or have
          specialised requirements.

とあり lynx (standard) と conflict してるので extra 
かな，と思ったのですがどうなんでしょうか？
