これは ash だからですね。サイズの制限がきびしいので
インストーラのシェルは bash ではなく ash です。

これはインストーラの /etc/fstab にはターゲットの設定が
書かれてないだろうから無理ではないかと。

うーん、怒られた、っちゅうか、、、意図としては「なるべく親切に
説明とアドバイスをしよう」というつもりで書かれたメッセージでは
ないかと。

  Emacs and vi are available in Debian, but wouldn't fit on the
  installation floppies. Please type "ae" to invoke a tiny, but
  easy-to-learn editor. As soon as you have your system installed, you
  may install the "emacs" package, and/or the "vim" or "nvi"
  packages.  "vim" and "nvi" each provide a different version of "vi".

ですよね。一応 "Please" とかついてますし、理由も "wouldn't fit" の
部分で触れられていますし。

ed を初めて見ていきなり使える人なら何でも使えるんじゃないかと。

 emacs の etc/JOKES に ed の joke がありますね。

Note the consistent user interface and error reportage.  Ed is
generous enough to flag errors, yet prudent enough not to overwhelm
the novice with verbosity.

When I use an editor, I don't want eight extra KILOBYTES of worthless

ed を「普通の人」に初めて説明していきなりまともに使えるように
するのは、操作説明ビデオとかに CD-ROM まるごと一枚使ってもあまり
成功率の高いことだとは言えないような気が。ましてフロッピー数枚の
スペースでは無理があるでしょう。長すぎる文書は読んでもらえないし。

ae はサイズが小さいわりに最初に使い方の説明が出たり、
一応スクリーンエディタなのでアローキーで移動して入力と削除が
そのままできるから、誰にでも「なんとか使える」ようになる可能性が
高いというのが選択された理由ではないかと。
