遅まきながら、DFSG の原文にあたってみました。
#感動してしまいました。

で、私なりの nkf の licence に関する考えを述べてみます。

まず、nkf のライセンスの make money off it というのを、
「nkf を踏台にしてお金を得る」という意味に解釈しますと、

1.Free Redistribution

    The license of a Debian component may not restrict any party from
selling or giving away the software as a component of an aggregate
software distribution containing programs from several different
sources. The license may not require a royalty or other fee for such
sale.

 これは、問題なかろうと思います。これはつまり、nkf を主たるものとしな
い集合パッケージ中に、問題なく nkf をバンドルできるか、という八田さん
の考え直したほうの解釈だと私は思います。component という単語しか出てき
ていないので、ここでの言及範囲は、単独の配布には及んでいないと思います。

ところで、問題は、DFSG の、

5.No Discrimination Against Persons or Groups

    The license must not discriminate against any person or group of persons.

6.No Discrimination Against Fields of Endeavor

    The license must not restrict anyone from making use of the
program in a specific field of endeavor. For example, it may not
restrict the program from being used in a business, or from being used
for genetic research.

7.Distribution of License

    The rights attached to the program must apply to all to whom the
program is redistributed without the need for execution of an
additional license by those parties.

8.License Must Not Be Specific to Debian

    The rights attached to the program must not depend on the
program's being part of a Debian system. If the program is extracted
from Debian and used or distributed without Debian but otherwise
within the terms of the program's license, all parties to whom the
program is redistributed should have the same rights as those that are
granted in conjunction with the Debian system.

 このあたりにあるのではないでしょうか？ですから、1.については、Debian 
については、nkf 踏みだいにしてお金を得るという行為には当たらないですか
ら、満たしていると思います。

 しかし、Debian システムから、nkf を取りだして、それを核とした、日本語
コード変換+α商用ソフトウェアを作成した場合、これは明かに、nkf のライ
センスから言うと、その作成者は、discriminate されるし、場合によっては、
execution に当たるだろうし、この場合、nkf の License は、Debian に 
specific である、ということになるのではないでしょうか？

 となると、結局 non-free ということになると考えます。

ところが、この場合、nkf の make money off it を nkf単体からお金を得て
はいけない、という意味だと、上述の 5.6.7.8 は問題ないことになります。
つまり、main で問題ないということだと思います。


#結局、licensee に make money off it の it の範囲を聞いてみるのが一番
#だと思います。^^;
