apt-get を前提にすれば、現状でも /etc/apt/source.list に
binary-$(ARCH) ではなく binary-towns とか書いておけば
できたりしないかな?

# hamm にない apt-get を前提にするのは問題かもしれないけど
# bo->hammのupgradeにapt-getもつかってるし…
