[debian-devel:04593] Ported a new package youbin.

youbinをパッケージ化しました。

youbinはネットワーク時代のbiffである．
biffはメールスプールを持つマシンのユーザにメールの到着
を知らせるのみであるが，youbinを使うと，ある特定のマシンの
メールスプールを監視し，メールの到着をネットワークを介し
て任意のマシンのユーザに知らせることができる．POPと組み合
わせることにより，メールスプールの不必要なNFSマウントを
なくすことも可能である．

また，非同期に起きるメール到着と読みだし(によるスプー
ルファイルの変更)を即時的にユーザに知らせることができる．
