これはたしかに微妙なところです。しかし、文面をそのまま読めば私は ACK
に関しては OK と思います。なぜなら、

そのがプログラムのライセンスの許諾する範囲において

ここで、「単体でのパッケージ販売禁止」というライセンスがあったとして、
これは、Debian に許諾されたライセンスと Debian から抽出してなんらかの
他の用途に使おうとした場合とで、許諾範囲は変化しません。

したがって、この条項もクリアしているのではないでしょうか？
