吉山さん、debian-users か debian-devel-chagnes の購読、もしくは
BTS をチェックしてください。この辺の事情が載っています。

で、結論から言うと Provides しなくしました。こまかい話は
bug close するときに書きます。では、どうすれば良いかと言うと
tcl8.0-dev が欲しいなら tcl8.0-dev もインストールしてください。
tcl/tk の前のバージョンと同じ仕様でになりました。
