Modfication:

 - implement FHS transition
 - hack on doc/Makedoc.sh to build this package from package source
     on the system which does not have this package installed.
 - modify maintainer script to enable purging after removing sgml-base
 - modify debian/rules for FHS transition and Japanese (JF) support
 - modify SGMLTools.pm and SGMLTools/fmt*.pl for Japanese support
 - add new dtd linuxdoctr and tr-mapping for groff and latex2e
     in order to add two tags <trans> and <tdate>. These tags are
     used by JF people for translator's name and the date of translation.
 - add new style linuxdoctr-sgml.sty to be used when linxudoctr is used
   with sgml2latex command.
 - add japanese Language definitions to SGMLTools/Lang.pm

If you can, please merge this patch into new revision.
or I will upload this package (or improved one) as a NMU.
