[debian-devel:11732] Upload foiltex to frozen and unstable

ちょっと気になってるので取り敢えず frozen にある
foiltex を frozen と unstable に upload します。

気にしてるのは tetex などがほとんど

/usr/share/texmf/source/

以下にソースファイルを置いてるらしいことです。
ちょっと調べると LaTeX のソースの legal.txt に

Files generated by means of unpacking the distribution using the
docstrip program may be distributed at the distributor's
discretion. However if they are distributed then a copy of the base
system must be distributed together with them.

とかあったりしました。lppl.txt にはそれらしい記述は無さ
そうなんですが。

今回 /usr/share/texmf/source/latex/foiltex/ にソースを
置いておきました。

他の latex-cur は unstable だけのようなので後回しにしま
すが同じ修正をする予定です。何か事情ご存知の方いましたら
ご教示ください。
