According to the policy manual, all packages that conflict with others
with required, important, standard or optional priorities should be
marked as "extra". Since jgroff conflicts with groff (priority:
"important"), it should be "extra" as it is now.

So we have to lower the priority of manpages-ja from "optional" to
"extra" for now (other manpages-* are marked as "optional" though). We
are already in the frozen stage and it's very likely that we can
release woody without jgroff because it's already merged with groff in
woody. So just editing override file only for potato would be
sufficient (dark agreed with this on #debian-devel).

I'll reassign this bug to ftp.debian.org, asking override file to be
edited.
