パッケージのチェックとしてはソース展開して見るのと rebuild して
 lintian それと install して不具合が無いことの確認、ですね。

 rebuild の際は dpkg-buildpackage または debuild のオプションと
して

       -mmaintaineraddress
              Use maintaineraddress as the name and email address
              of the maintainer  for  this  upload,  rather  than
              using   the  information  from  the  source  tree's
              changelog.  This is understood by dpkg-buildpackage
              and dpkg-genchanges.

を指定 (あきらさんの場合なら -m'akira yamada <akira@debian.org>' かな)
して .changes に自分のアドレスを入れることを忘れずに。

 -m オプションでメンテナーアドレスを指定すれば、パッケージのソース
自体には一切手を加えなくて良いです。
この場合、BTS などにはパッケージメンテナーとしてスポンサーではなく
パッケージを作成した人 (debian/changelog に名前が記載されている人) が
記載されますし、バグレポートなども直接パッケージの作成者に送られる
はずです。
