本家Webの日本語UTF-8化お疲れ様でした。
私も先日のメールより手元で変換をしていて、気がついたことがありますのでお知らせします。

english/template/debian/openrecode.wml にある openrecode で、
日本語の場合だけ kcc で変換していました。
このため、青木さんの手順では、http://www.debian.org/News/1997/ のように
get_recent_list を使っているところで文字化けしてしまいます。

先ほどそれに気づき、該当部分の削除を行ったところ、手元では問題なく生成できているようです。
