[debian-users:02547] dpkg-i18n の upgrade

質問ばかりですいません。

dselect にて ftp による upgrade を行なっています。

以下のメッセージにより、パッケージのアップグレードができません。

とりあえず、You must upgrade dpkg before installing this package.
を解決すべきと考え、UNIX USER 11 月号の記事に従って、

dpkg --install --auto-deconfigure --force-hold \
/var/lib/dpkg/methods/ftp/debian/bo-jp/binary-i386/base/dpkg-i18n_1.4.0.8-2.deb

としてみましたが、

と失敗します。

何がまずいのでしょうか？
