Operation not permittedがどういう時に出るのかわかっていませんので
的外れかも知れないのですが・・・。

pingとPPPは切り分けて考えると整理しやすいと思います。
自分宛のping
	ping 127.0.0.1
はできますでしょうか？

ログを見るとPPP接続はうまくいっているようです。が、

defaultルート(0.0.0.0)が存在していないように思います。
/etc/ppp/peers/providerにdefaultrouteという文字は入っていますか？

うちでは以下のようになっています。

connect "/usr/sbin/chat -v -f /etc/chatscripts/provider"
/dev/ttyS0 38400 name paz defaultroute

---netstat -rnの結果
