slink(Debian 2.1)ですか。source.list(5)にちょこっと書いてあります。

	man source.list

を実行してみてください。

環境変数$http_proxyを“http://PROXYサーバ名:ポート番号/”の
形式で設定すると…、とあります。これってHTTPのプロキシの話のようです。
FTPは知りません。
