[debian-users:21071] netselect can't work (was Re: お近くのミラーサーバを探すには)

こんにちは。松田陽一＠PAL-NET三鷹です。

netselect を入手して動かしているのですが、今日、potatoなマシン上で
netselect を実行しようとしたら、数日程前までは動いていた筈なのに

| hoge:~$ netselect -vv `lynx -dump http://www.debian.or.jp/debian-ftp-mirrors-jp`
| netselect: socket: Operation not permitted
| hoge:~$ su
| Password: 
| hoge:/home/yoh# netselect
| Usage: netselect [-v] [-vv] [-t min_tries] [-m max_ttl] host [host...]
| hoge:/home/yoh# 

と、root以外では実行できなくなってしまいました。

何らかのパーミッションを変更すれば良いのかな? と思ったんですが、
その対象が "socket" で、ファイルでない為、お手上げ状態です。
これは仕様変更でしょうか、それともBug でしょうか?
