良く知りませんが

# daemon name. Remember that you can only use the keyword "ALL" and IP
# addresses (NOT host or domain names) for the portmapper. See portmap(8)

とかあるので LOCAL foo1 などを IP アドレスにすれば
良いのではないでしょうか？
