ところが Debian の policy では(sid ですが)

     Application defaults files must be installed in the directory
     `/etc/X11/app-defaults/' (use of a localized subdirectory of
     `/etc/X11/' as described in the _X Toolkit Intrinsics - C Language
     Interface_ manual is also permitted).  They must be registered as
     `conffile's or handled as configuration files.  Packages must not
     provide the directory `/usr/X11R6/lib/X11/app-defaults/'.

となっています。

> さて、xlibs のバージョンを上げるにはどうしたらいいんでしょうか。

という訳で xmascot を削除する，ですね。多分 JP の
パッケージにはこの手のが残ってそうなので見付けしだい 
BTS だと思います。
