バージョンも何も書いてませんでしたが sid の 2.999+3.0.alpha20-3
だったのですが， samba 関係を 2.2.3a-9 に戻したら，
問題なく Wins server に仕立てられてネットワークコン
ピュータも表示できるようになりました。
# 良くわかりませんが BTS に投げておきました。
