xtt バックエンド専用のヒントタイプとして TTCap が
用意されていて、

no-bold .. do not generate bold.
no-italic .. do not generate -i-.
no-ritalic .. do not generate -ri-.
no-oblique .. do not generate -o-.
no-roblique .. do not generate -ro-.

などの値を指定できるらしいですね。

"-ri-" "-ro-" を作らないようにしたいのなら、
ヒントファイルの中に

TTCap = no-ritalic no-roblique

を記載しておけば良いのではないでしょうか。

 "-c-" だけにしたいのなら X-Spacing = c をヒントファイルに
入れておけば良いのではないでしょうか。

以下、ちょっと興味が湧いたので x-ttcidfont-conf の
README.Debian と README.Defoma を日本語訳してみました
(かなり意訳)。御参考まで。

x-ttcidfont-conf for Debian  (Debian のための x-ttcidfont-conf)
---------------------------

It configures TrueType fonts and CID fonts for X through Defoma framework.
The format of the dynamically generated fonts.scale file of TrueType fonts 
is decided at the first installation of this package through Debconf
by asking "Which backend do you choose, xtt or freetype?".
You can change the backend by running
	dpkg-reconfigure x-ttcidfont-conf
in console.

このツールは Defoma の枠組に沿って X での表示のために
TrueType フォントおよび CID フォントの設定を行います。

TrueType フォント用に自動生成される fonts.scale ファイルの
書式は、X 上で TrueType フォントを表示するために使用する
バックエンドにあわせて変更されます。X でのフォント利用には
X サーバー自体がフォントファイルからレンダリングする場合や
xfs 経由で利用する場合などいろいろな構成があるため、現在
どちらのバックエンドを使用しているのか自動判定することは
むずかしく、お使いの環境に合わせて手動で設定する必要があります。

この設定は、パッケージをインストールする際に Debconf 経由で
提示される質問 "Which backend do you choose, xtt or freetype?"
の中でどちらを選択するかによって決定されます。

また、パッケージのインストール後にコンソールから

	dpkg-reconfigure x-ttcidfont-conf

を実行することで、設定を変更することも可能です。

 And Please add these FontPath lines in /etc/X11/XF86Config-4
(These FontPaths are changed by x-ttcidfont-conf-8)

以下の FontPath 行を /etc/X11/XF86Config-4 に追加してください。
(これらの FontPath は x-ttcidfont-conf の 8 で変更されています。)

 FontPath "/var/lib/defoma/x-ttcidfont-conf.d/dirs/TrueType"
 FontPath "/var/lib/defoma/x-ttcidfont-conf.d/dirs/CID"

TrueType/ and CID/ subdirectories are created under
/var/lib/defoma/x-ttcidfont-conf.d/dirs. 
Symlinks to the font files and dynamically generated fonts.scale|alias
are put under these subdirectories.

サブディレクトリ TrueType/ および CID/ は
/var/lib/defoma/x-ttcidfont-conf.d/dirs
以下に作成されます。

これらのサブディレクトリには、フォントファイルや自動的に
生成された fonts.scale、fonts.alias などのファイルへの
シンボリックリンクが置かれます。

What font packages have to do is:
 1) prepare Defoma hintfile for the fonts.
 2) modify the postinst and prerm as defoma-doc describes.
The .scale and .alias file, calling update-fonts-scale and
mkfontdir is no more needed, and should not appear.

フォントパッケージ側で必要となるのは

 1) 各フォント用の Defoma ヒントファイルを用意
 2) postinst および prerm を defoma-doc の説明に従って変更

することです。

fonts.scale および fonts.alias ファイルは自動的に生成されるため
パッケージ中には不要ですし、存在するべきではありません。
また update-fonts-scale や mkfontdir を postinst で呼び出したり
することもやめてください。

Then how to specify the XLFD and aliases?

ところで、XLFD や alias を指定するにはどうすればいいでしょう ?

You can specify the elements of XLFD and aliases through Defoma
hintfile.

XLFD の各要素は Defoma ヒントファイルを利用して指定することが
できます。

Following is the list of the hinttypes and equivalent XLFD elements 
used to specify the elements of XLFD.

XLFD の各要素を指定するためにヒントファイル中に記載できる
ヒントタイプや等価 XLFD 要素の一覧を以下に示します。

NOTE: Replace space ( ) with underscore (_) if the value contains space.
X allows space in XLFD like -arphic-AR PL Mingti2L Big5-medium-, but
space is interpreted as a separater in Defoma, so things becomes complicated.

注: 
設定値がスペースを含んでいる場合は、スペース ( ) を
アンダースコア (_) で置き換えてください。
X 自身は -arphic-AR PL Mingti2L Big5-medium- のようにスペースを含む
XLFD を扱うことができますが、Defoma ではスペースを区切りとして認識
してしまうため、ちょっとばかり複雑になっています。

X-Foundry: fndry
X-Family: fmly
X-Weight: wght
X-Slant: slant
X-SetWidth: sWdth
X-Style: adstyl
X-PixelSize: pxlsz
X-PointSize: ptSz
X-Resolution: resx-resy
X-Spacing: spc
X-AverageWidth: avgWdth
X-RegistryEncoding: rgstry-encdng

Note that X-Resolution affects both resx and resy, and that X-RegistryEncoding
affects both rgstry and encdng.
You can specify several values for the X-RegistryEncoding and X-Spacing
hinttypes, and you must specify only one value for the others.

X-Resolution は resx および resy の両方を指定し、また同様に
X-RegistryEncoding は rgstry および encdng の両方を指定する
ということに注意してください。

ヒントタイプ X-RegistryEncoding および X-Spacing については
複数の値を同時に指定することができます。それ以外の項目では
指定できる値はひとつだけです。

The spacing of XLFD is decided in the following way.

XLFD の spacing は以下のように決められます。

  1) If X-Spacing is not specified:
	If Width is set to Variable, the spacing becomes -p-.
	If Width is set to Fixed, the spacing becomes -c- and -m-, and which
	one is prior is decided in /etc/defoma/config/x-ttcidfont-conf.conf.

  1) X-Spacing がヒントファイル中で指定されていない場合:
        もし Width が Variable に設定されていれば、
	spacing は -p- になります。
        もし Width が Fixed になっていれば、spacing は
        -c- および -m- となり、このうちどちらが優先されるかは
        /etc/defoma/config/x-ttcidfont-conf.conf によって
        決定されます。

  2) If X-Spacing is specified:
	If X-Spacing contains multiple values like "X-Spacing = c m p",
	the first value (in this case 'c') is the most prior. Specified
	spacing letters (in this case c, m, and p) are all generated.

  2) X-Spacing がヒントファイル中に指定されている場合:
        もし X-Spacing が "X-Spacing = c m p" という例のように
        複数の値を含んでいたら、最初の値 (この例では 'c') が
        最も優先されます。
        また指定された spacing 記号 (この例では c、m、および p) に
	対応する XLFD がすべて生成されます。

XLFDs with the most prior spacing letter are registered to defoma in xfont
category so that they'll be used in font configuration of applications.

最優先の spacing 記号を持つ XLFD が Defoma の xfont カテゴリーに
登録され、アプリケーションでのフォント設定に利用されます。

Following is the list of the hinttypes used to specify aliases.

alias を指定するためのヒントタイプの一覧を以下に示します。

X-Alias:
	This hinttype takes a part of an alias of XLFD, from fndry to 
	adstyl, in XLFD syntax. The value for this hinttyle goes like:
	 -default-kai-medium-r-normal-

X-Alias:
	このヒントタイプでは XLFD 形式の alias の一部、
        fndry から adstyl までを XLFD の記法で指定します。
	指定できる値の例:  -default-kai-medium-r-normal-

X-SimpleAlias:
	This hinttype specifies a non-XLFD alias. The value for this 
	hinttype goes like: lucidasans-bold

X-SimpleAlias:
	このヒントタイプでは XLFD 形式でない alias を指定できます。
	指定できる値の例: lucidasans-bold

X-ElementAlias:
	This hinttype specifies aliases for each of the XLFD elements.
	For example, if you want an alias like default as fndry, kai
	as family and 72 as resx and resy, the value becomes:
	foundry=default:family=kai:resx=72:resy=72
	The syntax is <xlfd-element>=<value>[:<xlfd-element>=<value>:[...]]
	Allowed <xlfd-element> are: foundry, family, weight, slant, setwidth,
	style, pixel, point, resx, resy, spacing, avwsidth, encoding.

X-ElementAlias:
	このヒントタイプでは各 XLFD 要素ごとに alias を指定できます。
	例えば、fndry として default、family として kai、 
	resx と resy には 72 を指定したい場合、このヒントタイプを
	使って以下のように指定します:

	foundry=default:family=kai:resx=72:resy=72

	書き方は <xlfd-element>=<value>[:<xlfd-element>=<value>:[...]]
	です。また利用できる <xlfd-element> には以下のものがあります:
	foundry, family, weight, slant, setwidth,
	style, pixel, point, resx, resy, spacing, avwsidth, encoding.
	

There're some xtt-specific issues.
First, X-Alias and X-SimpleAlias are ignored.
Second, -medium-r-, -medium-i-, -medium-ri-, -medium-o-, -medium-ro-, 
-bold-r-, -bold-i-, -bold-ri-, -bold-o-, -bold-ro- are created unless 
Transform hinttype is set to NotBoldize or NotSlant.
The default angle for 'o' and 'ro' is 0.2 and -0.2 respectively, and
that for 'i' and 'ri' is 0.4 and -0.4 respectively. You can control
its behavior by TTCap hinttype.

xtt バックエンド用の設定では固有の問題もあります。
まず第一に、X-Alias および X-SimpleAlias は無視されます。
そして第二に、ヒントタイプ Transform を NotBoldize または
NotSlant に設定して「いなければ」
-medium-r-, -medium-i-, -medium-ri-, -medium-o-, -medium-ro-, 
-bold-r-, -bold-i-, -bold-ri-, -bold-o-, -bold-ro-
などが生成されます。

TTCap hinttype takes the following values.

ヒントタイプ TTCap は以下の値を取ります。

halfwidth-sw=<value> .. specifies the sw value for halfwidth glyphs.
halfwidth-bw=<value> .. specifies the bw value for halfwidth glyphs.
italic-angle=<value> .. specifies the ai value for -i- and -ri-.
oblique-angle=<value> .. specifies the ai value for -o- and -ro-.
bold-string=<value> .. specifies the wght XLFD element for bold.
no-bold .. do not generate bold.
no-italic .. do not generate -i-.
no-ritalic .. do not generate -ri-.
no-oblique .. do not generate -o-.
no-roblique .. do not generate -ro-.
