早速の情報提供、ありがとうございます。
結果としては、一応ではありますが解決致しました。長くなりますが、以下に
作業内容を記述します。

早速 SKK-CFG を眺めてみたのですが、このファイルは全ての記述がコメント
アウトされていました。あまり時間をかけられないので、こちらについては調
査を一旦停止しました。

岩井さん同様、私も apel を remove しようと思ったのですが、多くのパッケー
ジが remove されてしまいます。この時ふと思い立ち、remove されるパッケー
ジを調べて一つずつ remove してみるました。

すると、flim を remove した時点で ddskk が正常にインストールされる事に
気付きました。(ちなみに flim が remove される前に semi が remove され
ますが、semi をremove しただけではダメで、同じエラーを吐いて停止してし
まいました。)

ただ、semi も flim も私にとっては必要なパッケージなので、ddskk が正常
にインストールされた後で semi と flim をインストールしたところ、こちら
も正常にインストールされ、結果として問題は解決してしまった次第でありま
す。

さらに追試してみました。今度は一旦 install した ddskk を purge し、
flim(と semi) を install してから ddskk を install するとやはり同じエ
ラーで停止します。そして再度、ddskk を先に install し次に flim(と 
semi) を install すると、やはり問題無くインストールされます。

今、時間が取れないのでこれ以上追及する事はできませんでしたが、とりあえ
ずは報告まで。
