proposed-updatesは入れないほうがよいです。

問題ないかと思います。

apt-getはPackagesを拾いに行くときにbz2→gz→圧縮なし で探しに行く
のですが、この各試行で見つからないとIgn(無視)になります。
手元のキャッシュと同一でダウンロードが必要ないならHit(ヒット)、
更新されていたらGet(取得)でダウンロードが行われます。
