さて、apcaccessはapcupsdが動いていないと使えません。
ですので、
debian:/etc/apcupsd# apcaccess
FATAL ERROR in apcaccess.c at line 243
tcp_open: cannot connect to server localhost on port 3551.
ERR=Connection refused
これは単に「apcupsdに接続できなかった」という意味です。
で、apcupsdが動いていない状態で使えるのがapctestですが、
PANIC! Cannot communicate with UPS via serial port.
Please make sure the port specified on the DEVICE directive is correct,
and that your cable specification on the UPSCABLE directive is correct.
apctest FATAL ERROR in smartsetup.c at line 177
と言われているように、DEVICE設定やUPSCABLE設定が間違っていて
UPSと通信が出来ていないということが考えられます。
現状の/etc/apcupsd/apcupsd.confの設定はどうなっていますか？
UPSCABLE, UPSTYPE, DEVICEのあたりを教えてください。
また、/dev/ttyS0としているようですが、UPSの接続先がS0ではないとか
USBで接続しているとかではないですよね？（940-0024Cとしている部分からも
否定はできますが、念のため）
うちの環境はsidなので、ちょっとバージョンが違うので表示が違うと思いますが、
成功すると以下のように出てくるはずです。

使用しているUPSですが、
Smart-UPS 750でDELLオンラインストアにて購入したものです。
あとアドバイス頂きました設定で試してみましたが、
正常に動きませんでした。
apcaccessとapctestを実行したところ、
以下のようなエラーが出ます。
DELLオンラインストアで販売されているUPSは
仕様が特殊なのでしょうか。
