Update devel/index.wml and Japanese slices

遠藤です。

devel/index.wml を更新し、さらにそれに必要な
english/template/debian/develbar.wml も更新しました。

devel/index.wml の方は、「その他」と翻訳されていた "Miscellaneous" を
「各種情報」とし、"Release Critical Bugs List" を「リリース上の致命的
バグ一覧」とだけ変更しました。

# こちらの翻訳チェックは特に必要ないかと思います。

なお develbar.wml の各スライスは以下のように翻訳しました。
