[update] devel/index.wml (1.161 -> 1.162)

久保田さん，devel/index.wml の commit ありがとうございました。
すでに 1.161 から 1.162 になっているようで，それ自体は URI の変更
のみなのですが，1.161 の時に「ユーザー」としてしまっていた部分が
あるので，1.162 にする際にその点も修正していただくと助かります。
よろしくお願いします。
