という結果が表示されますか？
Active: inactive[...]
という結果が表示されるようでしたら、
# systemctl start bluetooth.service
としてみて、如何でしょうか？ もしかしたら、
# systemctl start bluetooth.service
の前に # systemctl enable bluetooth.service
が必要かも知れません．
