apt-keyの設定が何かおかしくなっているように見えます。
手元のdebootstrapした新規環境だと

・インストール時は正常で、急に発生した？ インストール直後からおかしい？
・/etc/apt/trusted.gpg.d に上記に挙げたファイルがない場合は何かおかしい。
・/etc/apt/trusted.gpg が存在するならひとまずそれをリネームしてみる。
