おおよそ以下のような意味になると思います。

以下の条件が満たされるならば、「これ」をどんな目的でも料金な
しに、使用、および複製、改変、配布することを許諾します。 (許
諾する条件は) 上記の著作権告知とこの許諾告知をすべての複製に
表示することと、ETLの認めた代理人の書面による明確な事前の許
可なく、ETLの名称を「これ」に関連する広告や宣伝に使用しない
ことです。

ETLは「これ」の正確性および特定目的適合性について何も主張し
ません。「これ」は「現存するまま」、明示もしくは暗示の保証な
く提供されます。
