で、この場合は、作ったパッケージはGPLにしちゃっていいのでしょうか?
最初の段落はこうなっています。

TeX関連のツールやパッケージで、GPL(Copyleft)になっているものもたくさん
ありますがTeXそのものはCopyleftじゃないよ、と読めます。
