Do you know the Free Translation Project by François Pinard?
Please take a look at:

I will feel much better if the message catalog you ask me to include in
the Debian gettext package is "officially blessed" by the Free Translation
Project and the ja@xxxxxx team first.

[ Surprisingly, there is only one translation there, for m4.
  Do you know the reason for this? ]
