上にも書いてあるように ASCII Co. retains copyright of the files.
なので(これは文書化されてる部分です。訳は ptex 
のを拝借しました ^^；)著作権法的にこれらの
大部分は不可能なのではないかと思ってるのですが。
(著作権法は知りませんが)

これらを意識してるかどうかは別にして完全にフリー
というのは無制限を意味してると思いますが？
