 debian-boot ML に出した質問に Joey Hess が返事を書いてくれてます。

 + base tar ball については、とりあえず最初のとっかかりとして
   時間を節約するために従来の方法を踏襲したいということです。

   ゴールとしては "we can just dpkg -i `cat base-debs` and have it work"
   を目指したい気持があるみたいなので、たぶん、誰か作業する人間が
   現れて、base tar ball 抜きでうまく作れることを証明すれば、そっちの
   方向にいくんじゃないでしょうか。

 + lilo と grub については、どっちでもいいということみたいです。
   今まで lilo だったからそれを書いただけで、もし grub のモジュールが
   先に使えるようになればそれを採用するとのこと。つまり作業者募集と
   いうことですね。


これ以外の点 (library reduction, kernel initrd, utf-8 ready menu) に
ついてはコメント無しでした。
