Once manpages-ja was "optional" as well as other translated
manpages. But on potato systems we had to use man-db with jgroff (not
groff) to see Japanese manpages correctly. Since groff was "important"
and jgroff conflicted with it, jgroff had to be "extra".

It was a great trouble to Japanese users to install jgroff instead of
groff. So I added dependency on jgroff to manpages-ja so that jgroff
would be installed automagically if they want Japanese manpages
(apparently it was a policy violation though) and asked ftpmaster to
edit override so that manpages-ja temporarily (hopefully before woody
release) become "extra" too.

Anyway on woody+ systems we don't need jgroff (Bug#89369) and I've
dropped dependency on it from manpages-ja. So now manpages-ja can be
reverted to "optional".
