これは web site から入手できる情報についての制限ですね。

ここから入手できる PDF 自体に記載されている条件を見ると、
「発行者から事前の許可を得ない限り複製禁止」という一般的な
書籍に関する著作権表示となっているように思えます。

また、一般の書籍であっても、一字一句コピーする「転載」は
禁止できますが、正当な範囲での「引用」はすくなくとも日本の場合
認められていたと思います。

たぶん、これらの PDF は有償で販売されている書籍のイメージで
あることから、無償で PDF を入手した「だけ」の場合には上記の
制限を課すということなのでは ?

おそらく書籍について共同購入や共有を禁止してはいないでしょうから、
開発のために必要な資料として、プロジェクトで購入してもらう ?

金額的にたいしたことなくて、自分でも必要だと思ったのであれば
個人で購入しても良いでしょうけどね。

たぶん、片山さんのように古くから ghostscript の hack を
していた人だったら、必要な資料は個人で購入しているような
気がします。おそらく gs-cjk の開発者の方々も同様でしょう。
