lynx-ja_2.8.3-2.dsc を使って:

gotom@celesta:~/debian/sample/lynx/lynx-ja-2.8.3/po> msgfmt -vo ja.mo ja.po
801 translated messages, 305 untranslated messages.

ii  gettext        0.10.37-1      GNU Internationalization utilities

でした。2.8.4 の ja.po に何かゴミが入ってるのでは?
diff して確認してみてはいかがでしょう。
