本当ですかこれ？ つまり GPL ってやってしまって良いの？ いっつもこの辺
がわからなくなるのですがデータの出所である郵政省(今は総務省でしたっけ？) 
は著作権を主張していないのはわかっているのですが、こういった状況におい
て、データに変更を加えた場合データをmodify した人が著作権を主張できる
のですか？

GPL とすると DFSG としては問題ないのですが、ある意味で GPL も相当きつ
い copyright ですからどうなんだろうと思っています。

もっとも郵便番号は公共性が高いから問題ないのかもしれませんが。
