僕が見た限りでは，

/usr/share/doc/doc-base/doc-base.txt.gz の TODOに
        * Policy: define a first-cut standard as the document heirarchy.
          Discussion is underway at <debian-doc@lists.debian.org>; Marcus
          Brinkmann is in charge of this.
というように書いてありますが，これはSlinkのころのままになっているように
思えます．

debian-develで話題にしたら良いのではないでしょうか．

多分，みんな忘れているのでは．．．
