以下のようなパッケージを利用できませんか?
gamin - File and directory monitoring system
changetrack - Monitor (and recover from) changes to configuration files
diffmon - Tool for reporting changes in system configuration.
dnotify - Execute a command when the contents of a directory change
fam - File Alteration Monitor
いずれも私は(意識して)利用したことがないので、
有効かどうかは判断できませんが。
