quota po-debconf訳 update

　やまねです。

　quota の po-debconf訳が更新されていたのでその変更点の査読を
　お願いします。

　・The test you specify here is ...　の部分が意味が取りにくいの
　　ですが、どうするのが良いでしょうか？
