  "breakout" は「急な増大/出現」の方だと思います。

  "blacklist section packages" のあたりはよくわからないのですが、これ
で一つの専門用語なのでしょうか。

ブラックリストを分類したパッケージそれぞれが急に増大しているため、各パッ
ケージを再構築するのに長い時間がかかることがあります。
