(特にコンソール系で表示されるやつとかだと)
なんちゃら〜 to do something は順番変えない方が見通しがいいと思うんだな。
ここの場合だとこんな感じに

DTC は /etc/mysql/debian.cnf を利用して、MySQL および DTC データベースへの
アクセス／管理用の MySQL root ユーザを自動的に作成することができます。

後半
全てが自動的に作成されます。
と一旦切るか、
ローカルマシンになければならないという欠点があります。
