そのまま読めば、インストールされている Netscape のバージョンと違うから
インストールしませんぜ、と言っています(つまり、パッケージは、4.04 なん
だけれども、以前インストールした communicator は、4.03 とか)。

おそらく、以前インストールに失敗したバージョンの履歴が残ってしまってい
ますので、上のメッセージにあるとおり、

#dpkg --purge netscape4 

とやった後、/tmp に communicator のソースパッケージを置いて、

#dpkg -i netscape4_4_0-10.deb 

でいけると思います。
