Init-Command/Exit-Command に記述するのは、コマンドだとおもう
のですが、%p というのがなにでおきかえられるかというと、

/usr/doc/afbackup/CONFIG.gzによると、

CONFIG>  Here you may supply a (shell-) command to be run, when the
CONFIG>  backup server side wakes up, i.e. the server process starts.
CONFIG>  A %p appearing in this command is replaced with the name
CONFIG>  of the client, that connected the backup service.

CONFIG> Exit-Command
CONFIG>

ということですね。

すなわち、%p はバックアップサービスに接続するクライアントの
名前におきかえられるだけなので、コマンドになってなくて怒られ
るのではないでしょうか。

解決になってませんが、とりあえず、afserverconfig で再設定と
いうのはいかがでしょう。
