Lucent DSP chipであれば、

にある2.2.12用バイナリが使えるかも知れません。
手元のTP570(potato,kernel 2.2.14)で試したところ、
ATコマンドに反応していました。

# insmod -f ltmodem として、強制的に突っ込んだ。

メールの最後にdmesgと/proc/pciを添付しておきます。
/proc/pciはCommunication controllerというのがLucentのものですね。
