ありがとうございます。<meta を加筆したところ表示されるようになり、
View -> Page Info でも ISO-2022-JP となりました。まとめて追加する
スクリプトでも書いて対処したいと思います。

これは試してみていたんですが、状況は変わりませんでした。

ISO-2022-JP って jis のことだったんですね・・・御恥ずかしい・・・
今回のまとめ；
/etc/apache/srm.conf の
AddDefaultCharset on
AddDefaultCharsetName iso-8859-1
の2行をコメントアウトする
# そもそも、 ISO-2022-JP (jis?) で html を記述してあればこれだけで
# 終わり。が、、、、
xemacs で .html ファイルを生成していたらいつのまにか ISO-2022-JP ではなく、
coco でみたら *junet*unix つまり EUC になっていました。apache のバージョンを
あげたら EUC では正常に表示されなくなっているようです。で、
psgml-html.elに
(defvar html-auto-sgml-entity-conversion nil
"*Control automatic sgml entity to ISO-8859-1 conversion")
とあるので、.emacs に
(setq html-auto-sgml-entity-conversion nil
"*Control automatic sgml entity to ISO-2022-JP conversion")
とすることにより、新規に作成される .html も ISO-2022-JP に
なるようにしました。
これまでに作ったファイルは、 nkf を使ってすべて漢字コードを変更しました。

coco は mule2-bin に含まれます
”文字”コードと”漢字”コードは別物だと思い込んでいました。
