んと、ntpdate を止めるんじゃなくて、ntpd ですか?

手元の potato な環境で、apt-cache search ntpd とすると、

shinichiro@dim:/usr/sbin$ apt-cache search ntpd
xntp3 - Empty package to facilitate xntp3->ntp,ntpdate name change
nntp - A NNTP server for use with C News.
adjtimex - Utility to display or set the kernel time variables
ntp-doc - HTML documentation for the ntp and ntpdate packages
ntp - Daemon and utilities for full NTP v4 timekeeping participation.
ntpdate - The ntpdate client for setting system time from NTP servers.

と出ますので、nptd を止めるなら、ntpdate ではなくて、ntp パッケージを外
す、というのが答えのような気がします。
