数井です。
以下のコメント有難うございます。
確かに /etc/syslog.conf には authと mail と news関係の
sync禁止が付いていませんでした。
でも cronと news は走らせていないので mail関連だとおもうのですが、
qmail を終了させた状態でも 一度止まったディスクが何もしていないのに
回転しはじめる現象が発生しました。
ムキになって色々試したところ、なぜか apmdを終了させると問題が発生しなくなりました。
(説明のつかないディスク再回転が発生しない)
BIOSで ディスクアクセスが16秒間無い場合 ディスク回転をストップさせるようにしています。
ちなみにnoflushdも終了させています。
