当該クライアントからの接続が許可されていない
（pg_hba.conf に記述されていない）のだと思います。
PostgreSQL の FAQ なので、pg_hba.conf をキーワードに、
マニュアルを調べるなどすればすぐに答えが見つかりますよ。
